The Project Manager – EPM/PMO is responsible for the end-to-end delivery of complex and strategic capital projects across Buzzi Unicem USA facilities. This role leads projects from Basic Engineering, or Detailed Engineering development, depending on project size and complexity, through construction, commissioning, and closeout, in strict alignment with the EPM/PMO governance framework.

The position is focused on project development, engineering coordination, execution planning, construction delivery, and operational handover.

The Project Manager is accountable for delivering projects that are technically sound, operationally ready, financially controlled, and safely executed in brownfield industrial environments.

 

Responsibilities

Project Leadership & Delivery

  • Lead B-Complex and C category capital projects in accordance with the EPM/PMO delivery & governance framework.
  • Develop and maintain overall project execution strategies covering scope, schedule, cost, risk, contracting, resource plans, and performance reporting.
  • Ensure projects are fully defined, properly authorized, and execution-ready before commitment.

Project Development & Engineering Coordination

  • Lead or coordinate Basic Engineering development for assigned projects where applicable.
  • Manage Detailed Engineering activities, including scope definition, design development, constructability reviews, and discipline coordination.
  • Ensure technical solutions are safe, operable, maintainable, and aligned with plant requirements.

Governance & Gate Discipline

  • Prepare and lead gate review packages for G3 (Execution Authorization), G4 (Construction Authorization), G5 (Commissioning Authorization), and G6 (Final Closeout).
  • Ensure that cost and schedule baselines are formally established and approved as part of gate reviews prior to execution commitment.
  • Ensure full compliance with governance standards, readiness criteria, and decision-quality requirements.
  • Enforce design freeze, scope control, and change management discipline.

Execution Planning & Construction Delivery

  • Develop construction execution strategies, including contractor selection, packaging, sequencing, and site logistics.
  • Lead contractor management, mobilization, and site execution.
  • Coordinate closely with Plant Management to minimize operational disruption and manage outages and shutdown windows.

Cost, Schedule & Commercial Control

  • Develop and manage project budgets, cost forecasts, and cash flow profiles.
  • Ensure schedule integrity and proactive recovery planning where required.
  • Manage contracts, change orders, claims, and commercial performance.

Operational Readiness, Commissioning & Handover

  • Ensure all readiness criteria are met prior to gate reviews.
  • Lead commissioning planning, execution, and performance testing.
  • Ensure full handover to Operations, including documentation, training, and asset registration.
  • Drive disciplined project closeout and lessons learned capture.

Project Controls, Reporting & Performance Management

  • Baselining & Performance Framework
  • Establish and formally maintain approved cost and schedule baselines at each applicable gate.
  • Ensure all project performance reporting, KPIs, forecasts, and change management activities are anchored to approved baselines.
  • Maintain strict control of baseline changes through the formal change management process.
  • Ensure that baseline integrity is preserved and that any deviations are transparent, justified, and decision-approved.
  • Establish and maintain robust project controls systems covering cost, schedule, progress, risk, and change.
  • Lead monthly project review meetings with EPM/PMO leadership and key stakeholders, presenting clear status, trends, risks, and required decisions.
  • Prepare and issue standardized project performance reports in accordance with PMO reporting standards.
  • Develop and maintain project KPIs and performance dashboards, including (but not limited to):
  • Schedule performance
  • Cost performance
  • Forecast accuracy
  • Risk exposure
  • Change management metrics
  • Readiness status
  • Ensure early identification of deviations and implement corrective actions and recovery plans.
  • Provide transparent reporting to Plant Management, PMO leadership, and Executive Leadership.
  • Ensure all project data is accurate, timely, and decision-ready.
  • Actively contribute to portfolio-level visibility through disciplined reporting and analytics.

Stakeholder & Interface Management

  • Act as the primary delivery interface between Engineering, Operations & Maintenance, HSE, Quality, Procurement & Contracts, Finance, and external consultants and contractors.
  • Provide clear, concise reporting to leadership on status, risks, and decisions required.
  • Build strong working relationships with Plant Managers and site leadership.

SUCCESS MEASURES

The Project Manager is successful when:

  • Projects are delivered safely, on schedule, and within approved budgets
  • Cost and schedule performance are measured against approved, stable baselines with no uncontrolled scope or forecast drift.
  • Gate reviews are passed with high-quality, decision-ready information
  • Scope, cost, and schedule changes are controlled and justified
  • Plants receive projects that are fully ready to operate and maintain
  • Leadership has clear, timely, and reliable visibility of project performance, risks, and outlook

Qualifications

Education

  • Bachelor’s Degree in Engineering (Mechanical, Electrical, Civil, or equivalent)
  • Master’s Degree in Engineering, Project Management or Business is a plus

Experience

  • Minimum 10 years of experience delivering large capital projects in heavy industrial environments (cement, mining, metals/steelmaking, power, chemicals, or similar)
  • Proven experience managing complex brownfield projects
  • Strong experience in engineering coordination, construction execution, and contractor management
  • Experience operating within structured stage-gate / governance models

Technical & Professional Skills

  • Strong understanding of industrial plant operations and maintenance realities
  • Excellent knowledge of project controls, cost management, scheduling, and risk management
  • Strong commercial and contractual awareness
  • Ability to lead multi-disciplinary teams and external partners
  • Clear, confident communicator at technical and executive levels

WORKING CONDITIONS

  • Regular travel to operating plants and construction sites
  • Ability to work in industrial environments and comply with all site safety requirements
